Kris Steward is experienced at managing the entitlement process for large residential and commercial developments. She manages multi-disciplinary technical teams, and provides planning expertise and advocacy to developers and builders. Ms. Steward is an expert in the drafting of Specific Plans and management of the Specific Plan process. In addition, her expertise includes the preparation or oversight of development agreements, design guideline and development standards and subdivision maps.
Ms. Steward is experienced in the field of governmental relations, working with elected officials and local agency staff as an advocate for development projects. She has more than two decades of experience with local planning issues in the Sacramento region, and working relationships with many local jurisdictions. Before joining with George Phillips in 1995, Ms. Steward was a professional planner and environmental consultant in the private sector, managing the planning and environmental review process for development projects, selection and management of technical subconsultants, and contract negotiation.
